Opening Remarks

Ladies and gentlemen, I thank all of you for joining the World Citizens’ Tribunal.

Many of Fukushima residents are forced to live as San-zaru, or Three-Apes, of “Mi-zaru, not seeing”, “Kika-zaru, not hearing” and “Iwa-zaru, not speaking”, under the three conditions; the physical fact of the radioactivity “unseen to human eyes”, the political propaganda making it “unseen to the public eyes” and human weakness making it “unseen to my eyes”. In Kohriyama City, sights of streets with children going to school without any mask, or shopping with parents have been everyday landscapes.

Although the last resort for the Fukushima parents desperately wishing to save human lives and health of their children was the Fukushima Evacuate Children Lawsuit, the judges at the Kohriyama Branch of Fukushima Local Court have thrown out the tribunician position of law keepers, and joined the nuclear power advocates besieging exposed residents.

Ladies and gentlemen, let us be the “World Citizens besieging the nuclear mafia”, today! Before the people of the world, let us proclaim the inviolability of life and the dignity of humanity! Let us be sure that we take the first step in a Long March for saving human lives and health of our children and grand-children, today at this World Citizens’ Tribunal. Thank you very much.

Ladies and gentlemen, I thank all of you for joining this World Citizens’ Tribunal on the Fukushima Evacuate Children Lawsuit. I am now standing here on the platform as a representative of the lawsuit group, but I would like to say my short greeting as one of citizens of Kohriyama, Fukushima Prefecture, without such a title of my own so much exaggerated.

As you already know well, it is no exaggeration to say Japanese society had been covered with so-called "nuclear mafia" fascism. ever since the nuclear complex accident at Tokyo Electric Company’s Fukushima the 1^st Nuclear Power Plant triggered by the great Tohoku off-shore earthquake and tsunami on March 11, 2011. Particularly in vast highly-radioactivity-contaminated areas in Fukushima Prefecture, where the disaster took place, many of the people are forced to live as san-zaru, or three apes, of “mi-zaru, or do not see”, “kika-zaru, or do not hear” and “iwa-zaru, or do not speak”, under the three conditions; the physical fact that the radioactivity is “unseen to human eyes”, the political propaganda to make it “unseen to the public eyes” and human weakness to make it “unseen to my eyes”.

Still now, under such a masked marshal rule regime covering the radioactivity-contaminated land, sights of streets with children and infants going to/from school or daycare without any mask, or playing outdoors defenselessly, or shopping with parents  has became everyday landscapes.

The grounds for safety and security campaigns, raised by public and private bodies, are the Ministry of Education’s notification to make the 20 mSv/y standard the criteria for the school life safety, 100 mSv acceptance talks made by Shun-ichi Yamashita and other I-help pundits and so on; and needless to say, all of them violate Japanese laws such as the 1 mSv/y public acceptable standard rule, radiation controlled area standard.

The last resort for the Fukushima parents desperately wishing to save human lives and health of their children was the first instance of the Fukushima Evacuate Children Lawsuit. However, on December 16, 2011, the judges at the Kohriyama Branch of Fukushima Local Court trampled on such wishes, throwing out the position of law keepers, and dropping down themselves to the status of watchdogs guarding the administration linked to the “nuclear mafia”.

Once Mao Zedong boasted "the rural surrounds the urban", and a beatnik poet said “the wilderness surrounds the civilization”. Ladies and gentlemen, today, let us become “World Citizens surrounding the nuclear mafia”!  Let us mobilize good senses and wisdom and spirits of the law ruling the world! Let us siege the pentagon ruling system of politic, bureaucratic, industrial, academic and journalistic circles! Let us expose the deception of the judiciary wearing a robe! Let us proclaim to the world laws for world governance, inviolability of life and the human dignity!

In our law, what should be considered first and foremost is the well-being of children living in the future. Now I am sure that we take the first step in a grand struggle for saving human lives and health of our children and grand-children living in future, today at this World Citizens’ Tribunal, and now as closing my greeting, let me wish your health. Thank you very much.
